CARES Act Rent and Utilities Assistance Program

The Federal Coronavirus Aid, Relief and Economic Security (CARES) Act, passed in March 2020, is intended to help families overcome financial hardship due to the public health emergency (COVID-19). 

This program is being administered by United Way of Northern Shenandoah Valley and Valley Assistance Network with funding provided by Frederick County and City of Winchester Governments through the federal CARES Act.

Please review the eligibility criteria and document checklist before applying.

Please note that funding is limited and submitting an application does not guarantee assistance.

You may only apply to the locality in which you live and can prove residency.

Frederick County, VA

To receive rent/mortgage or utility assistance, households must meet the following criteria:

  • Be a resident of Frederick County
  • Have experienced a loss of income due to the Coronavirus pandemic, including but not limited to
    • Those who have been laid off; 
    • Those whose place of employment has closed; 
    • Those who have experienced a reduction in hours of work;
    • Those who have reduced hours or lost employment due to care for children resulting of the closure of day care and/or school;
  • Have a gross household income at or below 100% Area Medium Income (AMI) (based on current month’s income).
    • The determination of income includes any unemployment insurance received by a member of the household but does not include one-time payments such as a stimulus check. 
    • Proof of income (pay stubs, bank statements, letter from employer, social security documents, pension) 
    • 100% AMI is as follows:

  • FOR RENT/MORTGAGE ASSISTANCE ONLY - Have a rent or mortgage amount that is at or below 150 percent Fair Market Rent (FMR)
    • Winchester/Frederick County:
      • Studio/efficiency - $1,167
      • 1 Bedroom - $1,174.50
      • 2 Bedroom - $1,540.50
      • 3 Bedroom - $2,052.00
      • 4 Bedroom - $2,704.50

*Financial assistance can cover current and previous balances plus associated late fees as long as it incurred after March 1, 2020.  Assistance is limited to $1,500 for Rent and Mortgage Assistance and $750 for utilities per household.

To Apply for Funding:

  1. Gather all the documents that you will need in order to apply for funding (see the application checklist). Please DO NOT submit an application until you have located all the necessary documents. 
     
  2. Submit your application*
    1. Fill out a profile online https://www.unitedwaynsv.org/van-get-help- Note:  If you are a recent client through Valley Assistance Network (since January 2020) you do not need to fill out a new profile. 
    2. Download the application form and document checklist (see "Document Download" section)
    3. Submit the required documentation - email van@unitedwaynsv.org your completed application with a handwritten signature and all of the documents you need (per the application checklist). 
       
  3. An agency representative will contact applicants within five days of application submittal for a phone interview and may ask you for additional information.
     
  4. Please allow a minimum of 2 weeks to process your request. This process will take longer if an application is submitted without the proper and complete documentation. 
     
  5. If approved, the financial assistance will be sent directly to the applicants' landlord or utility company.
     
  6. Submitting an application does not guarantee assistance.

*if you are unable to complete your application via our website or have challenges accessing the necessary technology to complete the application, please contact Frederick County Social Services (call 540-773-3178 or visit 107 N. Kent Street, Suite 300 Winchester, VA 22601). They have computers that will be available to use and can assist with completing the application.

Proof of Residency:

  • Photo ID, or
  • Driver’s license, or
  • Utility bill (water, gas, electric) with your name and address

Proof of Income Loss, Reduced Hours or other financial hardship due to COVID-19:

  • Notice from employer on company letterhead that states you have been “laid off” or furloughed, or had a reduction in work hours due to COVID-19.
  • If you are unable to obtain this letter: write, sign and date a statement indicating whether you were furloughed or laid off due to COVID-19 and why you are unable to provide this job loss document.
  • Verification of unemployment filing (letter from VEC)
  • Note: If you have a hardship that does not fall into this category, you will need to talk to your assigned representative to see if it applies. 

FOR RENTAL ASSISTANCE - Rent ledger/statement:

  • Statement from landlord or property owner showing amount owed and for what time period.

FOR RENTAL ASSISTANCE - W-9 FORM:

  • We must receive a signed and dated W-9 completed by your landlord or property manager.

FOR MORTGAGE ASSISTANCE – Statement form mortgage company:

  • Most recent account statement from mortgage company showing breakdown of charges and time period.  

FOR UTILITY ASSISTANCE – Statement from Utility Provider:

  • Copy of most recent statement/bill from utility provider. 

Income Verification:

  • Include proof of ALL current income, including: most recent pay check stubs, unemployment benefits, alimony, child support, social security and/or disability payments.

Application Form:

  • Submit a completed application form with a handwritten signature.
