Rent & Mortgage Assistance

Overview: The Emergency Food and Shelter Program (EFSP) is a federally funded program administered by FEMA. The local board for Clarke County, VA, is managed by United Way of Northern Shenandoah Valley and includes representatives from American Red Cross, Catholic Charities USA, The Salvation Army, Jewish Federations of North America, Department of Social Services, and other community leaders.  On May 6, 2021, the local board awarded Faithworks, Inc. with $5,995 for Phase 38 of the National Emergency Food and Shelter Program (EFSP) to provide rent and mortgage assistance in Clarke County. 

Timeline:  Applications will be accepted May 17, 2021 - October 25, 2021, or until funds are exhausted.

Program Eligibility: To receive rent or mortgage assistance, households must meet the following criteria:

  1. Be a resident of Clarke County
  2. Have a lease or mortgage statement in their name
  3. Provide necessary documentation including rent ledger, landlord verification form, and completed application

EFSP Program Guidelines:

  • Qualifying households may receive up to one-month’s payment for rent or mortgage assistance.  Households are only eligible to receive this funding once per spending/award period.
  • Eligible items include one month of current or past due balances for rent or mortgage, or first month’s rent.
  • Funding cannot be used for deposits or multiple months of rent or mortgage.
  • Mortgage assistance is limited to principal and interest only and cannot include escrowed taxes, insurance, or late fees.
  • If approved, the funds will be sent directly to the landlord or mortgage company.

The following conditions must be met before payment is made:

  • Current – payment due within 10 calendar days
  • First month’s rent – payment may be made up to 30 days prior to the move-in date.
  • Past due rent – amount paid must be totally outstanding at the time of payment
  • All other resources have been exhausted
  • The home is the client’s primary residence
  • Client must be the one responsible for the payment

To apply for EFSP Assistance in Clarke County: Faithworks is working in partnership with United Way NSV’s Valley Assistance Network and FISH of Clarke County to process applications for rent and mortgage assistance.

To complete an electronic application:

Step 1: Fill out a profile online to be entered into a coordinated care database, powered by Unite Us- https://www.unitedwaynsv.org/van-get-help.

Step 2: Download and print the application HERE and landlord verification form HERE.

Step 3: Submit your printed and scanned application by emailing van@unitedwaynsv.org with your attached application (including handwritten signature), current mortgage statement or rent ledger from landlord, and landlord verification form. 

Step 4: An agency representative from Faithworks will call to confirm eligibility and explain if/when payment will be made.

The local board for Shenandoah County, VA, is managed by United Way of Northern Shenandoah Valley and includes representatives from American Red Cross, Catholic Charities USA, The Salvation Army, Jewish Federations of North America, Department of Social Services, and other community leaders.  On May 6, 2021, the local board awarded Faithworks, Inc. with $50,277 for Phase 38 of the National Emergency Food and Shelter Program (EFSP) to provide food, motel vouchers, and rent and mortgage assistance in Shenandoah County. 

Timeline: Applications will be accepted May 24, 2021 – October 25, 2021, or until funding is exhausted.

Program Eligibility: To receive rent or mortgage assistance, households must meet the following criteria:

  1. Be a resident of Shenandoah County
  2. Have a lease or mortgage statement in their name
  3. Provide necessary documentation including rent ledger, landlord verification form, and completed application
